Both Shanti and the answer show a complete lack of sincere interest in the question. The answer is as follows:
1. The Torah does not specify or suggest who "may" or "may not" wear a tallit!!! It does specifiy the circumstances under which the wearing of "tzitit" (fringes)-- the unique character of the tallit -- is obligatory.
2. The Talmud explains why a woman is "exempt" (not "forbidden") from this obligation, even under the circumstances (above).
3. Therefore, the today's rabbis who follow this tradition emphasize the MAN's obligation, but since the woman is exempt, they only go so far as to say that it is also not customary.
4. I am sure you can hear a more detailed response if you approach a qualified rabbi (e.g., in person, by E-mail, etc.).
