Windows XP desktop icons are frozen in place

Why are my desktop icons frozen in place?  They weren't, and now they won't move when I click them and try to move them, as to another folder.  I cannot move them into the trash bin; I have to right-click the icon, and select delete.  Don't tell me to right-click in the desktop and check or uncheck the align to the grid, or auto-arrange, because I've tried all combinations of these.  This has happened once before, but I cannot remember how I fixed it.  Anybody else know?

Did you change your screen resolution? Did your system crash before it occurred?
