Well I still think you have to have at least level 3 suspension and power, but I am not sure how much of the level 3 you need. I have a Chevelle and wouldn't wheelie until I had level 3 stuff, except level 4 power and it wheelies nice. I am not sure about burnouts either and how important it is. I usually get an incredible, but hardly ever a perfect, but I still get the nice wheelies.
Let us know. I am curious about the steering input on the tune part though. Is loose, quick steering and stiff very slow steering? It is a pain to wheelie down a 1/2 mile narrow track with the car steering off to one side and try to correct it. I usually end up totaling the car and am using up my markers. The same for the speed events. My Viper is pretty squirrely at speed but not sure which way to adjust the steering input!
