Wheel balancing or alignment?

I have a 98 Dodge Avenger. Had new rotors put on front and rear. Also new rear brakes, front were good. The other day i had the front tires balanced,  steering whell shook when reaching 60mph. This should have been done when rotors were put on, lesson learned about mechanics. My question is why now after repairs done is car shaking when stepping on brakes.? Do i now need a rear wheel balancing or do i need all four alignment and what is the difference? Someone Please help! I'm learning!

Hey I fell you I got pissed it took me 2 weeks to find why my car was shaking.. or I started by checking motor mounts check n see it there good... then do all 4 wheels balanced.. and put new breaks in front don't matter if they looked good still.. but take it to a good place to balance your wheels cuz trust me I balanced all 4 wheels like 2 times be for I found a good place.. but hey try that.. try don't give up.. those mechanics some times have no idea what the fuck is going on... some times you just have to do it your self jaja I'm serious
