the best hosting company i have found in the ten years i have been running an online business...is Rackspace. They are more expensive, but you get what you pay for.
they just started a cloud platform that is considerably less, so i do not have historicaly data on that...but if it is anything like their managed dedicated servers and support, i am sure it is a very good deal.
we have referred quite a few customers to them and currently use their managed dedicated servers for megastarmedia.com ....we have not had ONE down time in two years since signing up. i have tried 4 other companies with 99.9% uptime which meant once per month email or something was not working right.
I do have a partnership with them where if customers use promo code: megastarmedia... the client gets a huge discount and we get a thank you kick back.

Paid hosting will usually be better than free, but free is ok if you are starting out. Most companies give you an option to upgrade your account if needed. A lot depends on how much traffic you think you will get and what kind of options (advanced) you think you might need. By the way, there are some good free ones out there.
