Hello PCman011 - Can't help you on the music, but as far as the program, its Adobe Illustrator.
Its the best program out there to create vectorial art and illustrations.
What you're seeing done is very often done with Adobe Illustrator - its basically taking a drawing and recreating it using paths. Paths are the basic unit used in that program.
Its a very powerful tool that when mastered, can produce stunning graphics. Adobe Illustrator is to illustrations and vector graphics, what Photoshop is to photo editing and pixel management.
