Whats the best for the barebones of the website dev than templatemonster?

In website development, I've got my domain name figured out, the web hosting figured out, whats the best software, tool, or website to use to create the barebones structure of the website? Isn't there something better than templatemonster? Let me know.

I've been using the Coffeecup HTML Editor for years, and haven't found anything I like better. It helps if you know some basic HTML, but it's also a WYSIWYG editor, and it does, I think, come withj some templates that can be used. I find it about the best around.
