Does it matter to you if it's a php, .net or Java application?
The most popular is probably phpBB, but I don't know if it's popular because it's good or because it's been around for a long time. I think I've heard good things about YaBB.
Anyway, you can do some research, compare different systems and find which one is the best for your needs here, here and here.
