It appears to me that the same person asking the question is the one answering it. That question doesn't even make sense. The only it could have ever been answered is if someone knew the mind of the person asking, because the English certainly didn't make any sense. Besides, if you are promoting yourself as an SEO consultant as your link suggests, don't you already know the answer to that question anyway?

In case anyone really wants an answer to this, and assuming I even understand what the question was (based on the context of the answer since the question is unintelligible), it is certainly possible to promote a site without ever submitting a site to the search engines' submission page(s). However, if you ever want to have a prayer of ranking well, you'd better have your off-page and on-page optimization done correctly.
Rakhi's answer above is not correct, since any SEM or SMM is, in fact, building off-page optimization by creating backlinks to the site. A good example of this is, in fact, the message with the original question in it above. This person clearly asked a question to which they already knew the answer. (At least the site he is promoting with the link says they do!) The only purpose they had for ever even posting this whole strong is simply for the purpose of creating a backlink, which, in their minds, is SEM. Very sad for the internet marketing industry. People like this give real SEO companies everywhere a bad name. It's also crap like this that drives people away from wanting to outsource projects offshore. Very sad, indeed.
Gentlemen, while I applaud your efforts, your tactics are dubious at best. If you really want to know how to build these backlinks right and give ANY credibility to yourselves, please rethink what you're doing!
