Web 2.0 seems to get harder to define everyday. Web 2.0 designers define it one way. Web 2.0 users define it another way.
Your best bet, when trying to find the "best" Web 2.0 sites, is to decide for your self.

I would say that the Web 2.0 sites that serve your needs best, are the ones you are looking for.

I think one of the best resources can be found at yourdon.com. I know that the name is a bit off-putting, but trust me, it is a remarkable set of resources to answer your question. In particular, go to the site and click his blog. You will find a mind map on Web 2.0 that is truely comprehensive and organized to assist you in understanding how all this stuff fits together.
