Water, pepper and soap -- what's going on?

I got a link to this video by e-mail, and I think it's pretty amazing. How does it work?

It is a great trick , any way the phenomena happens because the soap breaks the surface tension of the water, like popping a balloon. It is the water that moves, not the pepper that is floating on it.
