Water entry 12 spline handle jammed.

My water meter and main connection of water entry to my house is located in the creawl space in the basement. 12 Spline wheel handle made of Zinc is too difficult to rotate (open or close) even after using WD40 few times. Can you suggest how to open/close please. Thanks.
