Water coming out of side of house through siding

I bought a older house a year ago and under the kitchen sink where the plumbing goes under house their is a T in cupboard that goes outside of house that is not capped problem is they put siding over open pipe and water ha rotted out a hole in siding do i need to vent this and if so how or can I just put a cap on it?
