this is a common problem generally shut down the building water and replace the valve ya might try this though go find a valve exactly the same as the one thats there and remove the parts from it and install them into the old one be sure to drain water down before removing any parts keep a sponge rags bowl or bucket handy to soak up any residual water or the easiest thing is call a plumber
