First ... The bare frame of the taurus 945 IS considered a firearm as it carries the embossed serial number. As such, Buyers and Sellers are responsible for following ALL Federal, State and Local Laws and Restrictions on the Possession, Sale, Use, Purchase and Transfer of Firearms.
It would be most unusual for a F.F.L. dealer to order just a frame ... and even MORE unusual for Taurus or jobber to supply one.
That said; it is more likely you could obtain a frame through a private sale or at a sanctioned gun show.
Again, ALL Federal, State and Local Laws and Restrictions on the Possession, Sale, Use, Purchase and Transfer of Firearms MUST be obeyed.
