Is the Volvo C30 plug in hybrid concept car actually an operating vehicle or an undrivable concept?

This week, there's supposed to be an update about ReCharge.  The latest info I've seen is that this hybrid is drivable.  Volvo and Saab say they'll put ten PHEVs on the road in 2009.
