Vent or No Venting for Winter in Connecticut

I live in a mobile home with Vinyl skirting.  The skirting has slotted area for ventilation about every 6 ft.  Should these vented areas be sealed for the winter?  I was told the cold air coming in will lower temp. under home and endanger water lines.  Will sealing them cause any problem?  I live in Connecticut.  Thanks
