The solution of water and medication is heated until the medicated steam (vapor) is created and inhaled by the patient.

I don't know the key to success, but the key to failure is trying to please everybody.

This web site explains how the various vaporizers work.

Vaporizers work by using heating elements rather than flames. Substances are heated to the exact temperature at which the active chemicals in herbs turn into vapor.

For example herbs and tobacco will actually vaporize into a ‘thin mist’. This mist is the vapor, comprising of active chemicals which are then captured in a small glass dome ready to be inhaled via the tube whenever you want to.
