Life is a one lap race. Make many pitstops.

Most of the time it has to be done by a licensed electrical contractor. Some cities  allow you to do the work yourself if you are the homeowner and you live in the home. You still have to have it inspected by an electrical inspector just as an electrician would have to do. Good luck!

Also, if the house is in the country and not inside a cities limit, you still have to abide by the state requirements and the utility company's requirements. Remember, a utility company has the right to refuse you service if they deem that your work is unsafe. They have no obligation to supply you electricity if a safety issue is involved. Matter of fact, it is their obligation NOT to supply you with electricity.
