Have you spoken to your Unit Commissioner?
This is exactly the type of thing s/he can help you with. If you do not know the identity of your U.C., check with the head of your District. If that person cannot provide the information, go directly to the head of the local Council.
Meanwhile, what does your Unit's Charter say about leadership positions? Many Units have elections once per year; if yours is one of them (or if the membership approve such a change in format) then your problem is easily solved by holding elections for each position.
Furthermore, at the Boy Scout level the Troop should be run by the boys, not by the adults. Who is it that is causing the most problems, the son or the father?
If the son is an Eagle Scout, he has completed the program. Time for him to move on. If the father (Scoutmaster) has no more sons in the Troop, he needs to move on, as well.
