Did you use a chemical silver cleanser? Because you are not supposed to dip your piece of jewellery for more than a couple of seconds in the cleaner, after which you wash it off thoroughly with water. These chemical cleansers are very abrasive, and should really only be used if your piece of jewellery has gone very yellow or black, but never just for polishing. If you wish to clean/polish your jewellery piece the best thing to use is toothpaste, baking soda or even anti-dandruff shampoo and rub it in for a couple of minutes and rinse thoroughly. Works like magic and is eco-friendly. As for fixing your already damaged piece, I have a feeling it is not .925 Sterling Silver. There is a big difference between sterling and silver plated. Since you said it turned green/blue, that means it was a copper bracelet with a sterling silver coating. Regardless of how thick the layer was, the harsh chemical would have stripped the silver down to the base metal. Your only option would be to get it re-coated at a jewellers, or, depending on how much you spent on it, simply buy another one as a replacement. Always remember, check for the .925 stamp anywhere on your jewellery piece. If it's NOT stamped, it's NOT sterling silver.
