USA visa appl. rejected, can I use Visa Waiver?

After getting your USA visitor visa application rejected, have you been deemed ineligible to travel under Visa Waiver soon afterwards?

Consulate told me that their process of selection is separate from Homeland Security. That means in practise, that people can be rejected, that's what I know. What  I was asking was for personal experience because that's all that matters here.

As far as I know, if you come in by visa waiver you have to leave within 90 days period.
