Tylenol Recall - Why?

Why is Johnson & Johnson recalling cough and cold medicines if they are dangerous only if misused? Isn't ANY medicine dangerous when misused? Are they trying to hide something? It doesn't sound very likely, given the excellent track record J&J have with recalls, but something sounds a bit strange to me about this story.

Because the FDA is questioning the affectiveness in infants. Two-year olds and older can still take the medicine. However, under two, the FDA believes that the over-the-counter cough medicine does not work affectively enough, and therefore you are giving your child unneeded medicine.
