2003fordf-550,fire department truck,8ooo miles,not driven very much,i changed the fuel filter and truck will not start,read a complaint about fuel tank liner flaking and cloggging fuel line,how would i prove this to be.i changed the oil and replaced with 10 qts. if not enough would this kill the engine?
