the best way is the train becouse it has a station right outside the airport and a station in the german colony(i think) and it cheaper than a taxi

There is a service called a sheruit. Once you leave your plane, ask for the taxi stands, and request a sheruit service to Jerusalem. A sheruit is a mini van that holds 10 to 12 people with your luggage. The price is given to you before you leave the airport and they will take you directly to Jerusalem. There is no need to make reservations ahead of time.
