Transfer a high interest rate balance to a lower card

I have a credit card account that has a high interest rate. I would like to transfer this account to one that has a lower interest rate. I have asked some credit cards to do this with no luck. I have a good credit rating. How can I do this when none of the credit cards accounts do not want to extend any more credit?
