Traffic Lights

Why are traffic lights manufactured to obscure everyones view of the green light by means of black slats? This potentially dangerous & inconvenient practice has bugged me for years.

What country are you in?  The only thing black that resembles slats I have seen on a traffic light is a black sun shield attached to the back of the light.  The shield is designed to block out the sun so that you can see the light when you are driving into the sun.
