Titlinga a government seized vehicle bought at auction ...

i bought a government seized vehicle at auction in Ga. I am a resident of NC. the car does not have a title, but I do have the court order for seizure and forfeiture and bill of sales. Both states are giving me a hard time about titling the vehicle. How can i title this car?
