One of my tires got punctured a while ago. I've had it fixed and everything went fine until it got punctured again, very close to where it got punctured at first place. The mechanic said it's better to buy a new tire, because it's hard to well patch on top of an old patch. Does this make sense or does he trying to rip me off?

Actually, he was probably trying to keep himself out of trouble. Patching next to or on top of an old patch is possible, but the chance of failure is greater. Mechanics now bear some legal responsibility for their failures and eventually fixing flats may become too much of a liability to perform for licensed garages.
I would advise shopping for a good used tire with the same tread pattern if you want to save yourself the price of a new tire. In my area they run from $10 to $20 for a tire that looks almost new.
If he tried to sell you a whole set of tires, then I think he might be trying to scam you.

2 fixes is all you get from the tire dealer. Replace it
The Mechanics right, it isnt good practice or safe too have two or more repairs close to each other because its possible the the tyre cords may be weakened by the repairs leaving the possibility of your tyre blowing out when it warms up due to high speeds or heavy loads
