I'm not sure I understand the question. Is this for priests already accused and/or convicted of sex crimes against children? If so, the answer is they should receive their counselling in prison.

However, if this question pertains to the strains of being a celibate Catholic priest who works in a dangerous part of the world, the answer is the same as it is for combat veterans: yes. They need to be rotated out periodically to peaceful environs so that they can emotionally regroup and regain some perspective.

Taking a private apartment would more than likely be out of the question; after all, we're talking about people who have lived in group surroundings in seminaries and rectories their entire adult lives. Looking thru want ads for an apartment would not be in their skill set. Very few of them would even know how to even furnish a private apartment.

The larger question, obviously, is why the Catholic priesthood is such a bastion for homosexual men with arrested adolescent issues. Perhaps the proper time for a "career time out" would be half way thru their seminary training, somewhat similar to the Amish rites of passage. The would be priests would be young, and able to take a one year sabbatical before recommitting to their calling for life.

There are no simple answers to why the Catholic priesthood has been a sanctuary for homosexual pedophiles for centuries. We can question & discuss this all we want, but until & unless the questions come straight from the seminarians themselves, and those questions are asked of the leadership in Rome, nothing will change.
