I think that there should be harder tests to get a drivers license, and that teenagers should have to be tested every so often on their driving. Also, if a teen is caught speeding or being unsafe, the ticket should be more. I think that things like this would deter parents from letting any child drive, and it would be considered a more serious responsibility.
