Yes you are right, when you charge the phone when it is near dead, and the have a conversation, you need more power the the battery can supply, at least for more the several seconds/minutes, depending on how dead was the battery and how much power you need to transmit to the nearest cell station. If you are far, then more power is needed by the phone, hence emptying your battery even quicker...

Give the phone about 10 minutes before trying to establish a phone call...

It depends upon how near or far you are from your cell site. If you are near then power consumption is less. But if you are far away then Power consumption is more.For a simple answer, typically user load and tower placement are the reasons reception quality diminishes. Other factors may be terrain, modulation technology, weather, or the phone itself. However, call quality depends more upon network than anything else.

If you're charging on a car charger it shouldn't matter one bit. An A/C charger takes longer to charge the battery. I talk on my cell phone with a dead battery charging from a car charger with no problem.
