Is it possible that the picture in my TV is not stable because of the low temperature in my room?
Stormy weather may affect transmission but there should be no reason why cold temperature should affect your television set. Although it emits heat a set does not relay on this heat for it's picture making.

Answer is Yes if it is LCD TV.
When an LCD TV is used at low temperature of 10°C or lower, response time and brightness are affected in such a way that the proper display may not be obtained.
