It was actually one of the movies: Generations.

The discovery of the chip was shown in one of the TNG episodes - where the away team discovers Dr. Soongs old lab.

The installation of the chip is indeed seen during Generations.

I can be altruistic. when it suits me.

The answer in yedda ("it's in one of the movies) was very superficial and lacking.

 

the correct aswer turned out to be:

1) Data acquired the chip after dismantling his brother lore on the episode "Descent II".

2) The chip was installed in the movie "Generations"
