Suddenly, can't access Actions layer in Flash CS3

Suddenly, Can't access Actions layer in Flash CS3. I was working along, and suddently I cannot access Actions via F9 or any of the menus on Flash. I am Not attempting to do so with the element on the stage selected. Is there anywhere in the program that I might have click something by accident to disable this funciton? I can't imagine how, but I'm scraping the bottom of the barrell here. There's absolutely no reason for this to have suddenly happened. Can anyone help me?

First you can go window(on topbar) > and then click Actions.

May be it can help you.

 

I had inadvertently minimized the Actions pane, and it was embedded in the main window above the timeline. I did not notice that it was there all along. when I disconnected the pane to float free, it then opened and closed as I was accustomed to see it do, when clicking F9.
