Student bullied on school property to point at 14 she was placed in mental hospital

My 14 year old daughter was involuntarily placed in mental hospital because she was being bullied on school property for about 3 years now and the school board, school employees refused to help her at all . this is the question has anyone ever heard of a school system thru there attorney refusing to comply with the dicsharge instructions for after care plan which included her education setting as bulling on school property i what got her place in mental hospital from the beggining. can a school sysytem refuse to comply with a students discharge after care plan if it pertains to educational setting and safty of the student ir order for her to return back to school or being transferred to another school because her returning back into that same environment of bullying wouldnt make her better but worse. iive been told to find a attorney that specialise in educational law but thus far i havent had any success anybbody got any ideas? seeking help she is student of nash rocky mount schools located in nashville north carolina.
