Strategic political capital is a long term political asset that, if proven correct, can win a politician office, persuade others to take his side, and most importantly, do the demanding job for which he was chosen.  Strategic political assets have a nasty tendency to go sour and become political liabilities once a politician proves that his word is not to be trusted.

For example, when Obama made ridiculous campaign promises, he gained very, very short term political advantage, but when he broke all his campaign promises, that turned into an irrecoverable liability that will cost the Democrats very severely in the next three or four elections.  Even the most fanatical Democrats are thinking about switching parties because of Obama, regardless the hysterical tone of Democrat pundits and their obviously fraudulent "polls." 

It was inevitable that only ruthless, short sighted fools could have backed an obvious racist fraud like Obama which explains why sane people call Obama the liar that he is to his fraudulent Kenyan face.

Tactical political capital is a short-term political asset that means others will side with him right or wrong.  It is used to sway other politicians on a given issue, but will not be of value in other regards.  Again, tactical political capital becomes a severe liability when such as Obama sacrifice their colleagues for their own selfish and short-sighted profiteering goals.

To add onto the answer below, it is also like a Strategic Base Location in the Military. Even if it remains unused, others will know of it's existence, and it can influence the way they do things. Political Capital, in the Strategic sense of things is also very much like Social Capital. An investment or favor now may produce future benefits, either financially or positionally. For example, if I go to dinner with the top party leaders, and provide some added treat, or arrange for a favorite band at a fellow Senator's Birthday party, or get his son/daughter a coveted summer intern position, or vote for his/her unpopular earmark bill... Later, when I need a favor, or some votes, or so forth, they will find their way to me, with just a word in the right ear.

     This is as corrupt as a cop on the streets taking bribes to look the other way, while financing his kid's college education, or the Umpire who tilts a game in favor of one team just cause they sent him a few boxes of Cuban Cigars and a new Car.

BUT, it is also one of the things that no single politician from either major party, nor the minor parties can fix or change by themselves. It would takr the reversion of Moral Responsibility back to 1940's or 1950's levels.

Search DeLancey Faction Albany Plan Zinger Case Province of New York The creation of what caused the War of the 1770's was the seperation of the Sons Of Liberty and the DeLancey's Strategic Political Capital. also the deletion of recognition that England stopted their forceness of taxation. Though before word was in knowledge of it the Sons Of Liberty exserted their Non-Importation act this was when the DeLancey Faction were not in agreement. And then a Fight Broke out called Bunker Hill. Note not one British Soldier Based in New York and in full charge of all forces in Colonial America were at the scene of Lexington and Concord. This was ignited by two Englishmen from massachusetts whom later were in oposition to the ruling of Englands Administrative capabilities. Also note that The British were called British Americans and also a source reads the British in America, and goes such like this are well aware of the production of goods and such. Many times through the writings of others the People of Ameica were considered as such form or of. Concerning to my knowledge that the term America was and has been a Named Situation of a Place of recognition. A Federal Union was first in exsistance during the years of 1745 through 1754 and strongly during the 1750 when the Albany Plan was in consideration of it by James DeLancey. Benjimen Franklin was commissioned to take all the Commissioners whom were representing the Governors and or were Governors of the Colonies Their Constitutions and to resume one singular Constitution. At the end of it he stated that a Governor could veto another. This Strategic Political Capital ventured went to the King through James DeLancey's hands whomed by overseeing it issued the follwing. This Constitution seems not fit to organize a Union that was by the King. In recognition the invention of the same in sort-A Federal Union then also would not exsist.
