This could be a result of not enough power steering fluid. It will make a winding noise when you turn the wheel. It could also be a problem with the suspension or struts, the rack and pinion, wheel bearings.. there are too many answers. Add power steering fluid and if this doesn't solve the problem take it to a mechanic and ask them to check it out. See if they can put it on a hydraulic lift to diagnose the problem.
