Stopping Electronic Transfer

1. After realizing a fraud situation and trying to stop a electronic transfer to another bank . the initiating bank took to much time to stop transaction.Claiming must go to procedues, when monies were still in hold at second bank when personaly trying to stop the transaction at second bank the second bank informed me the initiating must infom them to stop the transaction ,which took them 2 days ,at which time the crooks took the monies
