Staten Island Mall Public or Privete

Is the Staten Island Mall Public or Private? I am a senior citizen and I received a ticket for an expired registration. I didn't realize that it had expired and I was parked in the mall parking lot in a handicapt sspace. If the mall is private property then is the ticket legal?

Equal justice for All

The law works but the system needs changed, We all abide by the law but sometime it failes us. The same with the goverment. God bless the USA, Brign our troops HOME safely, To the men who did not get the credit they deserve, MAY GOD WATCH OVER OUR SERVICE MEN.

It is private property but it still it is patrolled by the city or county departments of law Enforcement patrol it but in your case the laws of your state say it was in plain sight so you have to pay the ticket.
