Yes but it is very rare, and the reaction changes from army to army, usually it happens when soldiers are asked to deal with citizens - mainly when they are asked to kill innocent ones. After the soldier refuses the order he would usually stand for a trial – and the judge (a military personal) will have to decide what the punishment will be.
