Have you looked into how affiliate networks are going about this because they invest a lot of money into making sure their tracking code is unbreakable.  I am sure that someone could provide you with a cheap version or even point you in the right direction but I would imagine a lot of affiliate networks won't want to let it go easily as then people could resuse the code to set up a competition affiliate network.
