Thank you, JKGrandma and Chucho! Your responses have given me the information I needed. I spoke with a deputy and the doctor who has been giving her all these drugs. I also left a message for the PO about doing the test you mentioned, Chucho, and she responded that was something she had been planning to do but "will move up the timeline."

The good news in all this is that--for now--my sister is seeing a new doctor instead of the one who was giving her all the opiates. He is a neurologist and was consulted to help just with her non-stop migraines but he ended up pulling her off everything--the bipolar meds, the anti-depressant, the narcotics, etc.  And, voila!, she hasn't had a headache for a week now--which is huge! She is now convinced the bipolar and anti-depressant were giving her the migraines so says she doesn't want to take them again.  And she is acting more normally--going out and doing things all day instead of sleeping and complaining of pain and fatigue.

My conversation with the doctor--or, to be precise, her nurse--was interesting. I said I knew there was nothing they could tell me because of HIPPA but HIPPA doesn't preclude me from giving them information about my sister. I told her I knew that she was prescribing opiates and benzos for her and just said I hoped she knew this was violating a court order. Dead silence for a minute then the nurse said she'd call me back. She did and thanked me for the information, saying "doctor didn't know this but will take into consideration in her treatment plan." Hopefully, she will.

But once again, thank you both for your help and insights! I greatly appreciate it and really am grateful you took the time to help me out with this problem. Bless you both!
