Is it OK to pay for links on a directory or are these seen as buying links the same as others? I have heard that Google is cracking down on link selling?

True, Google is cracking down on websites that sell links for the sake of raising Page Rank. Directories that charge to review your site are not specifically selling links. Take reputable directories like botw.org for example. They are charging for a human to review your site and make sure it complies with their terms of service before placing your submission in the most relevant category.
