Being an angel, it seems to me, Lucifer would be pertinent to having some loyalty towards God, or else loose His superioroty before other demonic things. Perhaps, therefore, the devil would adequately incarnate at points in history ("history" in both short, even very short, term, and long, even very long term sense), so that Godcan punish evil not only with Good, but also with Evil.
