I know that this rule exists in some other places too, like Florida. I spent some years going to school there as a kid, and students were asked to fix their pants when they were sagging too much. I think though, that as much as the schools make rules about this, students will continue to do it, unless the punishment is bad enough. If students have to stay after school to do nothing, or to clean around the school every time they are caught wearing inappropriate clothing, then maybe the kids will care about the rule.
