We want to stack frame a two story house built on ... on Yedda

We want to stack frame a two story house built on ...

We want to stack frame a two story house built on 2x 6 on 24" centers, but builder says set second floor joist on 12" centers. Do we need to double plate at top of first floor wall to help carry floor weight.
