What is the policy of dealing with acts such as Russian bomber that "only" buzzes a US vessele ? What interest does Russia have in evoking such a provocation?
Generally there is a policy of restraint to avoid a serious confrontation that could lead to war. Since the fall of communism and Putin's rise to power, Russia has made every effort to show the U.S. that it has returned to be a world power and this incident is one way in which Russia can show that it is not afraid of U.S. power.
It's basically a move intended to show off power rather than make an actual military assault. Russia wants to let the world know she's back in the game and her way to do so is by showing some muscle. The United States knows this and therefor deals with such incidents in a very restrained fashion.

I know this opinion won't be popular but I really don't think the US should allow such behavior. I know that Russia doesn't want war with the US but they should be accountable for their actions. The same goes for the Iranian naval force that almost opened fire on a US military vessel.
