Does anyone know how to find out the rules and ...

Does anyone know how to find out the rules and amendments to the lease that was sold to a new owner who leases the Four-Winds Marina on Lake Monroe in Bloomington Indiana. He does have rules to follow but the boaters do not beleive he is and better yet not being held accountable. The DNR lawyer will not give us the information. I know that the lake was built on the 1938 flood act by the US Army corps. It is used for flooding and for water. It also draws about a million and a half of visitors every year. So I have heard his company is pocketing about 2 and a half million a year and of course giving the DNR 7%. I beleive the DNR should make the percentage but at what cost to the lake and the enviroment. Hmmm could it be greed once again. We need help. Thanks!
