Rhode Island tracking grade school students

Rhode Island grade school wants to track grade school students while riding on a school bus. ACLU is angry over this plan to track grade school students. Is it legal to track the children if parents consent??

The entire time that that I was in grade school, there were video cameras on the buses, and parents never gave consent.  However, it was definitely a good thing because if there was ever any incident, no one could lie about what happened.  This is nothing new.
